Azura is very asleep and clearly cannot be controlled, asked to move or otherwise questioned. Her horse is also asleep. One of them is faking it to get out of any potential confrontation (and hopefully prevent getting kicked out). This will be quite the story for the control personell to tell. Also, theyre probaply not paid enough for this.
